RDF, SRF and waste suitable for alternative fuel production

RDF – Refuse Derived Fuel is a fuel produced from selected combustible fractions of waste that undergo appropriate processing, which may include sorting, shredding, separation and preparation to meet the requirements of the intended recovery process.

Depending on the source and processing method, RDF can contain fractions derived from plastics, paper, cardboard, wood, textiles and other combustible components.

Not every waste stream is automatically suitable for RDF production. Its composition, moisture, calorific value, contamination, particle size and other parameters may determine whether a particular material can be accepted by an RDF producer or final recovery facility.

The European market also uses the term SRF – Solid Recovered Fuel. RDF and SRF are closely related concepts, but they should not be treated as completely interchangeable. SRF is subject to defined specifications and classification requirements, while RDF is commonly used as a broader commercial term for refuse-derived fuel.

What is waste-derived fuel?

Alternative fuel logistics connects several different parts of the waste and industrial supply chain. Waste may originate at a production facility, sorting plant or waste processing site, undergo preparation by an RDF producer and then be transported to an installation where it can be used for energy recovery or co-processing.

Cement production is one of the important industrial applications for RDF and SRF in Europe. Properly prepared alternative fuels can replace part of the conventional fossil fuel input in industrial processes while allowing suitable non-recyclable waste fractions to be recovered.

Our role focuses on the logistics side of this process.

We organise the collection of ready RDF, transport between processing facilities and final recipients, as well as the movement of selected waste suitable for further RDF production.

Walking Floor transport for RDF and high-volume waste

RDF is often a relatively high-volume material, which makes the selection of suitable transport equipment particularly important. One of the key solutions available within the EMMAR fleet is the Walking Floor trailer, also known as a moving-floor trailer. The moving floor system allows cargo to be unloaded horizontally without tipping the complete trailer body. This makes Walking Floor equipment particularly useful for many high-volume bulk materials, recyclable fractions, waste streams and alternative fuels. For RDF logistics, the ability to efficiently load and unload large-volume material can be important for both the waste processing facility and the final recipient. The appropriate trailer always depends on the form in which the material is prepared. Loose RDF may have different transport requirements from baled, compacted or otherwise prepared material. Density, moisture, particle size, loading equipment and the technical conditions at the receiving facility can all affect the choice of transport solution. In addition to Walking Floor transport, EMMAR operates other trailer types, including tipper and curtain-side solutions. Their use depends on the characteristics and preparation of the specific load. Transport planning should therefore start with practical information about the material rather than automatically assigning one trailer type to every RDF shipment. For regular transport programmes, additional factors become important: loading capacity at the producer's site, daily or weekly material volumes, storage capacity and the unloading schedule of the cement plant or other recipient. Careful coordination helps maintain continuity between RDF production and consumption. This flexibility is important for RDF producers and waste management companies operating internationally. A producer may need to supply a cement plant located in another country. A waste processing company may need to transfer a suitable material fraction to an RDF production facility abroad. A recipient may also work with several suppliers located across different European markets. In such situations, cross-border RDF logistics requires coordination between the material holder, transport operator and receiving facility. The basic transport information should include the type and classification of the material, quantity, loading location, destination, frequency of shipments and any acceptance requirements specified by the recipient. The route itself is only one part of the planning process. When RDF retains the legal status of waste, international movement is not treated in the same way as ordinary commercial freight. The applicable waste shipment procedure must be considered before transport begins. This means that a shipment between two EU countries may require specific documentation and procedures depending on the classification of the waste, countries involved and intended recovery operation. Cross-border RDF transport, waste classification and documentation

The international transport of RDF requires particular attention to waste classification and documentation. Although RDF is used as an alternative fuel, it may legally retain the status of waste. This distinction is fundamental because a shipment of waste-derived fuel can be subject to different rules from the transport of an ordinary commercial product. Within the European waste classification system, 19 12 10 – combustible waste (refuse derived fuel) is a recognised waste entry. However, the correct waste code must always be determined for the actual material and the process from which it originates. A product should not be assigned a waste code automatically simply because it is described commercially as RDF. The same principle applies to waste intended for RDF production. Before transport is organised, the material holder should be able to provide sufficient information to identify the waste, its origin and characteristics. The destination and intended recovery operation are also important when determining the requirements applicable to a cross-border shipment. For movements within the European Union, cross-border waste shipments are governed by European waste shipment legislation together with relevant national requirements. Since 21 May 2026, most provisions of the revised EU Waste Shipment Regulation have applied, and the European system for exchanging waste shipment information has become increasingly digital through DIWASS – the Digital Waste Shipment System. These requirements are particularly important for companies planning regular RDF flows between different Member States. Depending on the classification and transport scenario, the required procedure and documentation may differ. For this reason, international RDF transport should never be organised solely on the basis of a commercial description such as “alternative fuel”. The actual legal status and classification of the material must be considered. The distinction between RDF and SRF can also be relevant from a technical and commercial perspective. Solid Recovered Fuel is covered by dedicated standards specifying characteristics and classification, whereas RDF is widely used as a broader market term for refuse-derived fuel. In practice, the final recipient may require information about parameters such as material composition, moisture, particle size, calorific properties or other quality criteria before accepting the fuel. These requirements are especially relevant for cement plants and other industrial installations using alternative fuels.
